Need Help Identifying:

I recently acquired a spotting scope and I need some help in identifying the manufacturer/specs of it. The four lenses on it are 20X60, 30X60, 40X60, and 60X60. The only writing on it is on a lens and is “PIC”, “T-18” “Coated” and “No.17520”. I did a search for “PIC” as a manufacturer and came up with nothing. I’m pretty sure it’s military, but not sure. Any info would be greatly appreciated!
