Help, a valve locked ?

😕 Brand new condor, first thing I did is to try to fill my extra tank, a micro meter,got to 2800 psi and shut air off, bleed hose, but its bleeding the whole micro-meter tank ?? Whats going on, faultly stuff already? Help!!
