Air Valve removal

Searched the QR section found nothing. What’s required to remove the air valve assembly from the tank? It looks like it requires a special tool on the collar. I see two holes, one smooth and one hex. I know one of them is the rupture disk. Tried using a vise with leather lined jaws and only managed to polish the finish on the collar.
